Funding for the Cowichan Valley Commuter Transit System is cost shared between the Cowichan Valley Regional District, Victoria Regional Transit Commission and BC Transit.

Decisions about fares, routes and service levels are made by the Cowichan Valley Regional District, based on information and planning provided by BC Transit.

The conventional and commuter services are operated by FirstCanada ULC. The handyDART service is operated by Volunteer Cowichan. The Youbou and Honeymoon Bay connector service is operated by Cowichan Lake Community Services Society.
