RFP Evaluation Criteria
The RFP will be evaluated on three criteria: Company
Profile, Management Plan and Costs. Company Profile
- the experience and resources that a proponent brings
to the operation of a transit system is assigned 20%
of the total evaluation points. Management Plan - the
specific plan for the operation and management of the
transit system and associated cost controls is assigned
60% of the total evaluation points. Costs - the proposal
costs required for the first two years are assigned
20% of the total evaluation points. If two proponents
score an equal amount of points, the proponent with
the lowest proposal on cost will be recommended.
A two-envelope system will be used for the RFP. Proponents
are instructed to submit their Company Profile and Management
Plan in one envelope and Costs in the second envelope.
The proposals will be initially evaluated on the contents
of the Company Profile and Management Plan (first envelope)
and those obtaining 70% of the available points will
be considered further. These proponents will be evaluated
on their Costs submissions. The points of both envelopes
will be added together to arrive at the aggregate total
for each proponent.

Management Plan
This section lists elements of the management contract
which require explanation by the proposer. Each proponent
must ensure that the responses are relevant to the local
transit conditions.

Costs
Costs will be evaluated only for those proposals making
the short list after the Company Profile and Management
Plan evaluation. Proposals which are determined to be
capable of operating the transit system (achieving 70%
of the available points in the first two sections) will
make the short list and advance to the next evaluation
criteria section - Costs. Proposals which do not meet
this requirement will be eliminated from consideration
and returned with no further evaluation.
