Request for Proposal Process to Select Transit Management Companies

An RFP or a similar structured procurement process, with a contract term of up to seven years, will be used to select transit management companies for most transit systems.

In the development of the Request for Proposals process and the selection of transit management companies, the following shall apply:

  1. Local government will be provided detailed information at the beginning of the process and invited to provide input on local conditions in the RFP document including the contract term of up to seven years, by resolution from Council or Regional District Board;
  2. The RFP term will continue to be established independently of the term of a collective agreement;
  3. The BC Transit Executive will exercise final approval of RFP terms & conditions, selection criteria and management company selection, subject to input from local government as recommended above; and
  4. Information on the RFP process will be communicated to all stakeholders in advance of each RFP and on the BC Transit web site.

Notwithstanding Administrative Policy Statement AP-1 (Acquisition and Disposal of Goods, Services and Assets):

  1. transit systems operated by public organizations and by non-profit societies with small annual transit budgets (fixed costs and variable hourly costs less than $200,000) are excluded from this process; and
  2. the term of an existing contract may be extended beyond seven years, subject to acceptable terms, conditions and costs associated with the extension and written agreement by all parties.
