The corporation is governed by a seven-member Board of Directors which is appointed by the province according to criteria specified in the BC Transit Act. The act requires four of the board members to be locally-elected representatives. The chair of the Board of Directors reports to a provincial cabinet minister. Governance of the Victoria Regional Transit System is by a Regional Transit Commission. It consists of a minimum of seven members, five locally elected mayors and two councillors, who are appointed according to the Act. The Commission sets routes, service levels, fares, and local taxes for transit purposes. It reviews and is responsible for raising the local share of the annual cost of transit in the region. Its monthly meetings are open to the public. For the Municipal Systems Program, service plans and budgets are approved each year in open sessions by municipal councils or regional district boards, who also set fares and raise the local government share of transit costs. The BC Transit board approves Municipal Systems operating and capital budgets, operating company selection and annual operating agreements, and designates transit service areas. Kevin Mahoney, ChairKevin Mahoney joined the BCR Group of Companies in February of 2001 as Vice President, Human Resources for BC Rail Ltd. In that position, Kevin was responsible for Executive and Management Compensation, Employee Benefits, Recruitment, Technical & Management Development and Training and Labour Relations for 2,300 employees in the rail operating unit of the Group. Kevin moved from BC Rail Ltd. into a Group role in 2001 and added Legal, Corporate Secretarial, Corporate Communications, Government and Community Relations, Aboriginal Affairs and Payroll to his responsibilities as Vice President, Corporate Affairs for the BCR Group of Companies in 2002. In 2004, Kevin was appointed President & CEO of British Columbia Railway Company. Prior to his employment with BC Rail Ltd., Mr. Mahoney served in Senior Vice President and Vice President roles with public and private sector companies headquartered in Saskatchewan and British Columbia. Mr. Mahoney holds a degree in Business Administration and is the Chairman
of the Board of InTransit British Columbia GP Ltd., Chairman of the Board
of BC Transit and a member of the Board of Directors for the YMCA of Greater
Vancouver. Don AmosMr Amos was first elected Mayor of the Town of Sidney in 1996 and was re-elected in 1999 and 2002. He is currently a Capital Regional District (CRD) Board Chair and the CRD's appointee to the BC Municipal Finance Authority. Mayor Amos was appointed Chair of the Victoria Regional Transit Commission in December 2002. He has been active in the Sidney community since 1985 and has served as President of the Sidney Rotary Club, Charter President of Sidney By The Sea Rotary Club, Director of the Sidney and North Saanich Memorial Park Society and Treasurer of the Peninsula Community Association. Prior to his move to Sidney, Mayor Amos was a member of the RCMP in Manitoba and the Security and Intelligence Branch in Ottawa. He later became Senior Special Agent Western Canada for the Insurance Crime Prevention Bureau, Chief Investigator of the BC Securities Commission and Inspector of Standards for the BC Ministry of the Attorney General. Kelly CairnsKelly Cairns lives and practices business law in Kelowna. Previously, he was the Vice President Customer & Corporate Services and General Counsel & Corporate Secretary for FortisBC Inc., an integrated utility company operating in the southern interior of BC. Additionally, he has held various positions with Teck Cominco Ltd. and was a lawyer for the law firm of Mair Jensen Blair. Mr. Cairns has his Bachelor of Arts and law degree from the University of British Columbia and his Masters of Business Administration from the University of Calgary. He is a member of the Law Society of BC, the Canadian Bar Association and the Independent Power Producers Association of BC. Christopher CaustonMr Causton was a Councillor for the District of Oak Bay from 1987 to 1996, and has served as Mayor since 1996. He is past Chair of the Capital Regional District Board and currently a member of the Victoria Regional Transit Commission. Prior to becoming Mayor, Mr Causton was the owner/operator of Rattenbury's Restaurant. Colin KinsleyAfter a 30-year career in the Natural Gas Industry, Mr Kinsley retired and was first elected Mayor of the City of Prince George in December 1996. He was re-elected in 1999 and again in 2002. Mayor Kinsley has played an active role in local government, having served as an Alderman from 1984-1993, during which time he served four years as Chairman of the Regional District of Fraser-Fort George Board. He has also served as a Director of the Union of BC Municipalities and the Federation of Canadian Municipalities as well as a Commissioner of the BC Utilities Commission. Mayor Kinsley is a Past-President and Life Member of the North Central Municipal Association. He is also a Director on the Boards of the Prince George Community Foundation, Canadian National Institute for the Blind, Vice Chair Municipal Finance Authority of BC, represents Regional District on the Fraser Basin Council and is a member of the BC Market Outreach Council. In July 2001, the Federal Minister of Health appointed Mayor Kinsley as the Chair of the National Advisory Council on Rural Health, and he Chairs the Federal Industry Minister's Advisory Group on Softwood Economic Initiatives for BC. He is active with the FCM's Softwood Lumber Task Force and internationally, Colin is the Vice-President, North America, for the International Association of Mayors of Northern Cities (IAMNC). Bob De ClarkMr De Clark is recently retired as Director of Human Resources for Pacific Papers Ltd. At Pacific Papers Ltd he participated in the Executive Committee and was responsible for all aspects of human resources management and corporate strategic planning. Additionally, Mr De Clark has been involved in a number of volunteer and community organizations. He is a Past President of the Board of the Kinsmen Rehabilitation of BC and became the Vice-President, Alberta and BC for the Canadian Rehabilitation Council for the Disabled. In 1993 Mr De Clark was awarded the Commemorative Medal for the 125 Anniversary of the Confederation of Canada, in recognition of his significant contribution to Canadian people with disabilities. He has been an active member of the Chamber of Commerce and Chairperson of the Tourist Commission in Powell River. He has been a supporter and an active participant in various United Way campaigns. Terry LakeTerry Lake is the Mayor of the City of Kamloops. He was first elected to Kamloops City Council in 2002 and elected to the office of Mayor in 2005. Terry is a veterinarian and taught Animal Health Technology at Thompson Rivers University from 1997 to 2005. He owned Coquitlam Animal Hospital from 1989 to 1996 before moving to Kamloops with his family. Terry is the Treasurer for the World Small Animal Veterinary Association. His committee appointments for the City of Kamloops include Venture Kamloops, the Kamloops Airport Authority Society and the Parks and Recreation Commission. Terry was elected to the executive of the Union of British Columbia Municipalities in 2005 and Chairs the Southern Interior Economic Initiative. |
